The Research Of Highway Traffic Safety Management System In Our Country

A preferable pattern of road traffic safety management is probed in our country for several years after the experienced pattern of co-management or the single management by the transportation department and public security department. In 1986 Reform, the public security organ began to take responsibility for the road traffic safety management of city and countryside, which has displayed the administrative and judicatory character of public security and demonstrated some superiority. However, with the development of society, many factors such as people, vehicle, road, and environment and so on, have gradually changed, especially highways were constructed in large scale and developed well. All these factors show that this management cannot suit for the development of society. Because it is unsuitable for the synthetic management of traffic safety, many problems and contradictions were came into being. Aiming at the improvement of administrative potency and the maintenance of law justice, this paper puts forward a new synthetic management system of traffic safety, which is administered by the transportation department, directed by the transportation and public security department, keeping plan, supervision and law execution of traffic road as a whole. This pattern can not only preserves the achievement of 1986 Reform and enhances the role of public security in traffic management, but also overcomes the malpractice of current management, which separates the systemic character and synthetic character of traffic management. This system conforms to the rule of traffic management and will be able to meet the future development of transportation need.
