Our country does its utmost to advance government's informationization, and has carried on helpful exploration in constructing Electronic Government, achieving the preliminary effectiveness. The 16th Representative Conference of the Communist Party of China has pointed out,"to build socialist's political civilization". The political civilization is a plural compound structure of many aspects, including political democratization, political openning up, political legalization, political scientification, political efficience and political honesty and uprightness. So the political civilization is a complicated system engineering. Electronic Government, as the subject of the result of information age, plays an important role in promoting the construction of the political civilization. It contributes to realize the political democratization...and so on. Just as the silver coin has two sides, Electronic Government, while promoting the political civilization as a positive one, may also brings the negative factors to the political civilization, exerting negative influences on the construction of political civilization. So, in dealing with it, we must go after profits and avoid the disadvantages. We need to give play to the Electronic Government's role in the construction of political civilization.
