Research On The Operation Mechanism Of CNERC

During the Eighth Five-year and Ninth Five-year period,China National Engineering Research Center(CNERC) has taken a great achievement.Meanwhile there are some problems appear in the operation and environment of CNERC which restrict the externalities of CNERC to advance the industry innovation.Based on Game Theory the aricle first defines the object system of CNERC and discusses how the operation of CNERC comes into being and affects its performance.Then the article pursues the essential factor which causes the difference between the performance of CNERC and its object system.Aiming at the factor, we ultimately bring forward the goal and principle of CNERC development policy and make the suggestions.Actually the "inside operation" goal of interest associated group and the "positive externalities" goal compose the object system of CNERC.However, the externalities goal is links to the technology character of the CNERC and market structure CNERC faced.The article evaluates the performance and operation modes of CNERC with different technology characters and market structures and concludes the factors affecting the performance of CNERC are complicated.From the view of institutional economics,the operation mode of CNERC is a sort of selected path embodying the game equilibrium of all the interest linked um'ts.Only when the operation mode is suitable to the technology character and market structure, CNERC can achieve the "inside operation" goal and "positive externalities" goal completely. Ultimately, combined with the object system, the article sets up the goal and principle of CNERC development policy and makes the suggestions on the CNERC organization flow and support environment.
