China Toll Road Market Financing Research

Starting from the history, the current situation, the achievement and the Problems remained for the development of the toll road in China, this article studies the basic theory of tolling financing from the market, analyses the six ways in which we use the tolling system to raising funds from the market, and drawing on the experience of the market funds raising of other countries, we can get the enlightenments as follows: to use the concession operating system, it is very important to raising funds in the way of issuing road construction bonds for the road construction, there exists a perfect set system for road funds raising, paying more attention to the roll by the government and solving the problem of funds raising risks. At the and, the article gives four suggestions in political way for the tolling financing from the market. That are: Pay more attention to the role of several main market financing; To issue the "China Construction Bond" as far as possible; Using the "Road Concession System" and establishing the concession companies for toll road construction; and strengthening the administration to the toll road industry, enhancing the financing capacity of the toll roads and management after the tolling financing.
