Toll Road Development Policy Research

The toll roads have existed in China for 18 years. During this period, China's economy and highway construction have developed very fast. As a very important investing and financing mode, the toll roads make big contribute for China's highway development. With 21st century coming, the task of highway construction is still tough. The importance of developing toll roads becomes more and more apparent. In order to promote the healthy and continuous development of toll roads, the paper focuses on the research of the toll road's developing policies.The paper systematically describes the history, status quo and problems of toll roads, puts forward the policy objectives in different stage and guidance and basic principle of developing toll roads in strategic way. According to the difference of economy development and highway transportation in the East, Middle and West China, the paper recommends the adapting policies for the development of toll roads in the different regions. Moreover, the paper anticipates the scales of toll roads in 2020 and 2040 through analysis. Meanwhile, under the research of toll roads' transferring and the impact analysis of heavy-loaded vehicles to the highway, the paper states the measures and recommendations which strive to solve the existing problems. Finally, the development policies of highway toll collection in China are put forward.
