The main problem in my paper is that how many operating models are used for toll roads in China , and which one is the best .Because toll roads are public goods ,1 research the characters of highway-externalities at first. The externalities is the first condition that affect toll roads' operation. Secondly, monopoly and competition are other affecting restrains. At the same time government regulation affect the operating models too:Why do the government regulate the operating of toll roads ? How do the government regulate? What is the measures of regulation ? Thirdly, I classify the operating models of toll roads from many cases. The main classified standard is that who is the main body of operating. There are three operating models in China : tolls for loads (operated by the state) ; state-owned toll roads corporation; toll roads with the private and foreign investment .And I analyze how do they finance ,how do they build; how do they operate in toll. At the same time ,1 summary the shortcoming and benefits of each. At last, I contrast the operating costs of these three models in order to find which is the better.
