Finance is an important part of a nation's competitiveness. Deng Xiaoping says, "China first has to rely on Shanghai to acquire internal standing" (Deng Xiaoping 1991). Making Shanghai an international financial center has become an important strategy in China's economic development.From a historical point of view, Shanghai possessed the qualities of an international financial center. As early as in the 1920s to the 1930s, Shanghai was the biggest international financial center in Far East. From the point of view of economic development, the increment speed of GDP of Shanghai is faster than national average increment speed over the years. After the reform and opening up, Shanghai has been developed with a faster speed, more favorable tendency in economic development and higher quality, which has laid a solid foundation for developing Shanghai into an international financial center.Shanghai is a city that has the most potential to become an international financial center in China. At present, the financial institutional system is initially built. Banking, securities, insurance, etc. have more and more the tendency of being internationalized. However, there is still a gap between the economic indexes of Shanghai and that of other international financial center. To build Shanghai into a new financial center of international standing, we have to speed up to enhance the status of Shanghai as an international financial center, highlight its favorable conditions, its absolute superiority. The ultimate target mode of the development of Shanghai as an international financial center is basing upon the development of national economy. The system design should make Shanghai a functional international financial center that serves China and faces the world.The construction of Shanghai into an international financial center is closely related to the overall development of economy in China. The relationship between Shanghai and the Yangtze River Triangle and the whole nation should be properly handled. Shanghai as an international financial center should serve China as well as units and individuals in the world. With better service, Shanghai will have a higher standing.Basing upon the history and reality of the target of Shanghai, and considering the restrictions in building Shanghai into an international financial center, this thesis researches on how to enhance Shanghai's status as an international financial center.
