Fundamentally the Green Circular Economy is an ecology-friendly economy in that it resorts to a means that does not harm the environment, aims at enhancing ecological efficiency, lays an emphasis on the reducing the amount of resource to be consumed and recycling of resource, and employs a method which makes use of economic resource and environmental resource in a way that is friendly to environment in order to make economic activity in conformity to ecology and nature. Thus Circular Economy is a new pattern of economic development that can be characterized as cyclic use of resource, avoiding waste, and an attempt to attain zero-emission. "It is the outcome of sustainable development to make use of environment reasonably and protect the environment. Sustained development will be attained unless a path is taken that is based on the most efficient use of natural resources and protection of the environment".Marx held that "almost all consumption goods after being exploited can be put into production once again." 1 It is the basis of Green Circular Economy that nothing is waste but rather resources that have been misplaced after exploitation. As resources have seen the age of agriculture, industry, and the Knowledge Economy, it is the eternal thesis in the pursuit of progress to find the most efficient and convenient method to exploit resources. What the Green Circular Economy advocates, namely the reduction of the amount of resources to be used and the recycling of waste, reflects human pursuit of making good the limited natural resources after exploitation. They can serve to save natural resources and attain permanent use of resources; reduce cost and increase efficiency in exploitation; and make the system of society-economy-environment capable of sustainable development. An adherence to Green Circular Economy will have a strategic impact at present and in the long run on alleviating scarcity of natural resources, enhancing the performance of social reproduction, and attaining sustained development of society, economy, and environment.The sustainable doctrine of development argues that problems of global environment and ecology results form the absence of clean production which is the micro basis of Green Circular Economy. Aiming at qualitative change from exploiting waste to reducing the amount of waste-production, it strives to promote a favorable cycle of resource and environment by preventing ecology from worsening and avoiding exhausting resources incapable of regeneration, and to realize sustained development of a favorable ecology by balancing economic development and environmental protection. Meanwhile, industries engaged in recycling resources signals the entry into the environment civilization. The Green Circular Economy answers to the new situation as it is the outcome of people's awareness of sustainable development. It calls for development within the framework of ecological harmony that is to attain ecological harmony in the course of development and deal with social issues in terms of ecology and according to objective laws in ecology. It is an innovation that balances economic development and environment protection.If it can be said that the greatest obsession in reform and opening up after the 1980s is the underdevelopment of productivity, the current focus after 20 years' economic reform and progress is the pattern of enhancing productivity rather than enhancing productivity alone. Unless the Green Cyclical Economy is introduced into basic strategic aims of national economy, sustained development will be achieved. And to incorporate the Green Cyclical Economy into strategies of national economy, government advocacy, self-discipline of enterprises, technological innovation, and public participation are necessary by referring to advanced thinking patterns, operation, and method for this purpose in the west world along with the promotion of a green cyclical economy with Chinese characteristics.
