The Research On The Development Of The Small Towns In Henan Province

This paper is the article studied about the small town development existing problem and counter-measure in Henan Province. There are a lot of research results to the small town of academia, but for over 20 years, in the face of rich and colorful reality, the research results to the small town are unable to keep up with the time with rapid change and require all the time. Study what a question of construction usually pays close attention to the small town in the traditional small town, the new situation requires us to ponder over the question of development of small town in another perspective. The small town of Henan Province was just at the starting stage, but had already exposed and happened many questions. For example the construction of small town is planned scarcly scientifically, receive workforce's ability weakly in most small towns, still lack radiating and drive ability of central city of a grade high, etc.These problems have influenced the sustainable development of the small town. According to practice of construction of the small towns for 20 years , developing the small town contribute to solving the problem that " three farming problems ", important way of especially transferring of rural surplus labor; Contribute to advancing industrial structure adjustment; Contribute to improving peasant's quality; Contribute to building a well-off society in an-all-round way etc. These important become bases of countermeasures choosing. Just under this kind of background, this paper attempts to analyzing practice of the Chinese and foreign small towns and current situation of Henan small towns, so that it can offer one new thinking angle and draw experience lessons for development of the small town of Henan.Theory of area diseqilibrium development, Theory of spot-axle development and growth-pole theory are the theory starting point of this paper analyzing the small town development. Supported by these theories, this paper analyses in depth course , current situation and existing main problems of small town development of Henan Province. And the development trend small town of Henan was simply predicted on the basis of the analysed current situation . Because the article study the small tpwn development of Henan Province from regional angle, the small town is developed and got along with in the course of rural urbanization that is accelerating constantly. So, to its subject matter existing , and in the light of the new demand for the small town from the new situation, referencing the experience of foreign development of smalltown , the author has put forward the countermeasure to the development of small town in term of coordinating sustainable development in an all-round way especially.Seeing that the problem of small town is not only a practice problem, but is a theory problem. And it is not only the research of a kind of experience , real example, but is a discussion of the regulatory development theory. So, this paper regards Marx's theory as guidelines, regard market mechanism as the prerequisite , use synthetically the demonstrate analytic approach, comparative analytic approach and historic analytic approach etc.On the basis of combining the macroscopic analysis with micro-analysis , it lay particular emphasis on the macroscopic analysis .The unite of specific (small town ) analysis and whole (area) organically run through in the whole research course.The innovation of this paper have in countermeasure , put forward the principle followed in small town development of Henan, establish all-round, coordinate and sustainable scientific development view to developing the small town,. These have offered the new inspiration for the acceleration of small towns development in Henan.
