Study On The Problems And Countermeasures In The Process Of Rural Governance Modernization In G Town,Eastern Henan Province

“Rural governance,social security,national stability”,The report of the 19 th CPC National Congress proposed the implementation of the rural revitalization strategy.Rural governance is the "cornerstone" of national governance,and the realization of effective rural governance is an important part of rural revitalization.At present,China’s rural society is in a period of profound change and adjustment,and there are many complicated new situations and problems.On the one hand,information software represented by Wechat、Douyin、Taobao etc.,has penetrated into rural areas and profoundly changed rural ideology.On the other hand,the aging population and hollowing out of villages are simultaneously evolving in most villages,and the low efficiency of rural governance has become prominent.Especially when dealing with major public events,traditional rural governance has exposed many shortcomings.With the characteristics of flat structure and efficient operation,rural governance informatization can mobilize the enthusiasm of multiple subjects to participate in and effectively improve the level of social governance.In recent years,it has been regarded as the exploration and practice of transforming rural governance mode in various places,which is of great significance to realize the modernization of grassroots social governance system and governance capacity.Based on the interaction theory of "science,technology,economy and society" and by means of empirical analysis,this paper studies the dilemma faced by the informatization of rural governance in G Town in the interaction of the four core elements driven by the rural social demand.Firstly,this paper analyzes the research status of rural governance informatization at home and abroad,defines the concepts of rural governance and rural governance informatization,and selects Maslow’s demand theory and new public service theory as the theoretical basis of technological dimension and social dimension respectively.Secondly,questionnaire survey and platform data were used to investigate and analyze the current situation of rural governance informatization in G Town from aspects of platform construction,personnel structure and subject participation.Then,using the analytic hierarchy process(ahp),from the target layer,criterion layer and index layer three levels,the construction of rural governance evaluation index system,and selected eight representative samples from human resource,operation and public resources,information recognition four dimensions,around 11 support the concrete index of the rural governance,to carry out empirical research,Analyze the influence of the change of indicators on the effect of informationization governance in different villages.Study found that G town rural governance information work under the administrative power of pushing ahead,preliminary realized so as to meet the demand as the guidance of the rural social governance "science,technology,economy,social interaction,but within the software and hardware technology promotion,social structure optimization and economic guarantee mechanism is still needs to be improved.On the basis of in-depth and comprehensive analysis,some suggestions are put forward from the aspects of improving the platform’s function,improving personnel’s quality and ability,enriching the participants and improving the guarantee mechanism,aiming to provide certain reference for the high-quality promotion of rural governance informatization in the vast areas including G town in eastern Henan province.
