Study On Reconstruction Forestry Micro-Mind Body Of The State-Owned Forest Area

Existing forestry micro-foundation of the state-owned forest zone is institutional arrangement under planned economy system. Timber production is its core. Under market economic system, facing with forestry's new orientation, existing forestry micro-foundation has not adapted to this institutional arrangement. So intrinsic system must be broken and forestry micro-foundation of the state-owned forest zone must be reconstructed.The reconstruction of forestry micro-foundation of the state-owned forest region is based on breaking active forestry micro-system of the state-owned forest zone, will established a new forestry micro-foundation which both adapt to market economic demand and accord with forestry macro-orientation and the trait of forest enterprises of the state-owned forest region. By reconstructing, operating idea of modern forestry will be carried out, and it can accelerate ecological economic sustainable development of the state-owned forest region. And also, it can provide basic frame of reconstructing state-owned forest industry enterprises and developmental path of new forestry micro-subject of the state-owned forest zone.This dissertation has divided the new forestry micro-subject into the basic forestry enterprise and commercial forestry enterprise. And it has lucubrated economic character, basic target, business system, managerial system, allocation of resources and operating mechanism of the two kinds of enterprises and so on.With specialization division achieves definite extent and level, enterprises will go in for broadening size, so connection of correlative businesses will change. From operating connection of new forestry micro-subject, this dissertation has studied its horizontal integration, vertical integration, mixed integration and enterprise strategic alliance etc. The dissertation has also analysed boundary and expansion of size of the new forestry micro-subject.In order to attain anticipative aim, institutional basic is prerequisite for foundation and running of the new forestry micro-subject of the state-owned forest region. On the basis of this, this paper has reconstructed basic system of the new forestry micro-subject's foundation and running, which includes forest property rights system, forest market institution, the system of effective exploiture woodland, the institution of governmental availability function and so forth.Aim at actuality of the state-owned forest region and operating need of the new forestry micro-subject, according to the order of "from broken to organizational system", the dissertation has lucubrated every approach's countermeasure during transfer new forestry micro-system from actual micro-system. Furthermore, the paper has also deeply studied followings: government capital's withdrawal by separating forest process industry from state-owned forestry industry enterprises, renew allocation of woodland resources, forestry product industry's integration and how to realize new relation of administration and management according with request of market economic and national forestry development, at the same time, corresponding countermeasure and advice has also been brought forward.
