On Building A Well-off Society In An All-round Way

Building a well-off society in an all-round way is a development stagewhich we will inevitably go through to accomplish the strategic objectives of thethird step of development. It is an objective that economy, politics and culturewith Chinese characteristics develop in an all-round way, and also a goal that thewhole Party and the people of all ethnic groups of China strive for. But it's no aneasy thing to achieve this goal and there is no easy path to go. On the road toaccomplishing the goal, we are faced with both development opportunities andcontradictions and challenges. That how to catch the opportunity and meet thechallenge should constitute a major topic of much concern to us currently. In thisarticle, the author analyzed the theory on building a well-off society in anall-round way and explored the way and significance to achieve this goal so as topresent certain reference for studies in this regard. In this article the author, starting with the theoretical basis on which thegoal of building a well-off society in an all-round way was set and exploring therealistic basis on which the goal was set by taking into account the state quo ofbuilding a well-off society in an all-round way, concentrated his efforts ondiscussing the scientific meaning and the way to accomplish the goal of buildinga well-off society in an all-round way, and made an analysis on both theoreticaland practical significance of building a well-off society in an all-round way. Thearticle consists of three parts: The first part is about the theoretical and realistic basis on which the goal ofbuilding a well-off society in an all-round way was formulated. Theory of Marx and Engels on future society and theory of Lenin ontransition stage and the thought of Mao Zedong on modernization constitute atheoretical basis for building a well-off society in an all-round way. Jiang Zemin, havinginherited and carried forward the thought of Deng Xiaoping on a well-off society,put forward the major historic task of building a well-off society in an all-roundway. According to his knowledge that China is in and will, for long term, be inprimary stage of socialism, analyzed the realistic basis on which the strategicgoal of building a well-off society in an all-round way. The realistic basis: Chinais at a low level in its overall development of economy, science and technologyand has a long way to go before realization of industrialization andmodernization; the three problems (the problem of agriculture development, theproblem of rural areas and the problem of increasing the income of farmers), theslow process of urbanization and the widening of regional gaps and income gapsare, in the final analysis, all reflection of dual economic structure. Theproblems of population, employment and aging population is becomingincreasingly pressing, so is the contradictions among eco-environment, naturalresources and economic and social development; we are still faced withchallenges and severe pressure from developed countries in economy, scienceand technology; it is imperative for China to carry out economic, political andcultural restructuring; and there are some problems in people's ideas aboutdemocracy and legal system and ideological and ethical progress that brook nonegligence. The second part is concerned with the scientific meaning and the way toaccomplish the goal of building a well-off society in an all-round way. By building a well-off society in an all-round way we mean anever-developing, more comprehensive and balanced well-off society with higherlevels.
