The Construction And Verification Of A System Of Indices For The Monitoring Of A Well-off Society In An All-round Way

On the 16th National Congress of the Communist Party of China, the great goal for the first 20 years of this century has been set on the achievement of a well-off society in an all-round way by the year 2020. Therefore, a scientific and workable system of indices is urgently needed to monitor the process on the construction of the well-off society either nationally or regionally.Starting from the exploration of the scientific nature of a well of society in an all-round way, the author has designed a scientific and workable system of indices under which the base-period value and target value has been given by the using of positive statement and referring to the current openly published statistics and international criteria. Also, Shanghai (east region), He Nan (central region) and Sichuan (west region) provinces have been taken as examples to verify the system and satisfactory conclusions have been drawn.Hope this article can mean something to the evaluation and construction of the well-off society in China.
