Human's All-round Development And Socialist Political Civilization

The study of human's development has had a long history. Any philosopher has to answer what human nature is, how human will develop it and what it will be. Karl Marx once thought that human being should achieve all-round development in the future. However, human's all-round development is not a realistic, changeless state, but human's ideal target in the future and Marx's scientific conception of human's development in communist society. The human's all-round development must go through a long process, which intensively embodies in its hierarchy. It is determined by human's existence. The hierarchy of human's all-round development shows the rule that human being develops from race and group to individual. Human's development is its nature's all-round development in its final analysis, and its fulfillment is restrained from the hierarchy of human's development. Human's development needs political civilization propelling and safeguarding it and its realization depends on harmonic development among material civilization, political civilization and cultural and ideal civilization. Political civilization, which is an advanced state of human's political practice, is an important component of human civilization. It is not only the product of human's all-round development, but the intrinsic requirement to fulfill the task. Socialist political civilization is an important part of socialism. It provides human's all-round development with institutional insurance, and promotes the harmonic development of the whole society. It is useful for us to understand the dialectic relationship between human's all-round development and socialist political civilization. To reinforce socialist political civilization and build a civic society, we should integrate organically ruling the country by the law with ruling the roost by the people and persisting in the leadership of communist party. It also provides a good environment for human's all-round development.
