| About the study on logistic industry in our country, much attention has been focused on the concentricity. Most study maintains that middle & small-scale logistic enterprise should run in a way of annexing, joint venture, and virtual combination to improve the concentricity. But is it the only way for middle & small-scale logistic enterprises? This issue is studied in detail in this article.First, the developing and the structure of logistic system is studied in this article, the stocking, locating, and line optimizing in logistic designing is theoretically analyzed, and the relative quantitative analysis is introduced.Then, an analysis is made aiming at the status of the third party logistic market, profound analysis is made on the property of middle and small logistic enterprise— at superior position on resource and inferior position on cost and management. On the basis of this, through the analysis on the developing trend of the third party logistic, the article point out that the middle and small logistic enterprise is facing a problem of surviving and developing.A case of Tianjin North Cold Logistic Center development is analyzed in the fourth chapter. In this case, the market potential of cold logistic facing with the enterprise now is analyzed, then the competing environment and self qualification is studied by the way of Porter's Five Forces Model and the method of SWOT. According to the result, a developing strategy of the enterprise is determined, some relative measure is adopted. This article then introduced some measure practically adopted to improve the software, hardware and the adjustment of service cover, and finally the good result achieved. Through this case the article pointed out the middle and small logistic enterprise absolutely can survive and develop relying on them.In the end, some suggestion for surviving and developing of middle & small-scale logistic enterprise is offered for reference through the analysis and reasoning on service product and running mode.
