20 years passed, middle and small-scale private enterprises in China have achieved a lot. More and more private enterprises set up and became stronger and stronger. According to the employment, middle and small-scale private enterprises played an important role in economy development and social stability.Because most of middle and small-scale private enterprises are copying traditional small-workshop-produce style, low management, low technique and very weak in resisting risk, so it is very difficulty for they to own patent technique, manage experience, storage of HR, finance channel and marketing channel. Besides competition for management, competition for market, competition for finance and competition for technique, the most popular problem which middle and small-scale private enterprises will face is competing for HR, introducing talented persons, how to maintain them and encourage them to perform well.Aiming at the feature and present issue of middle and small-scale private enterprise, and by analyzing influence facts influence of employee flowed out, the thesis all round and deeply discuss the issue of how to introduce talented persons, make good use of talented persons and attracted talented persons while they continually seek for new development ways. The paper think that employee flowed out become a big problem in China's middle and small-scale private enterprises. Their concept of using employees should change, manage employees humanely, fully consider emotion, esteem and value of employees and provide with humane and interesting work if companies want to maintain employees. Pay rising is an important method to keep employees but continual increasing significance of work and increasing its challenge and opportunities of success is essential. It is matter that keep employees by emotion, treatment and successful carrier. It is also important that middle and small-scale private enterprises pay much attention on five phases, namely recognizing persons, choosing persons, cultivating persons, using persons and keeping persons during their management. By standardizing and encouraging, cultivating acceptance and end-result of employees, encouraging employees' confidence of striking for self-realization, gaining loyalty of employees, it is not only creation of management but also creation of business theory.
