How to exploit the human resource fully is the key for the enterprise to develop. With the coming of the knowledge economy and formation of electric power market, there are new demands for the composition of the electric power construction enterprises' human resource. It is necessary for every enterprise to improve the exploitation on human resource to meet the innovation of the electric power market and manage the human resource strategically.This paper lucubrates to the forming and implementation of enterprise' s human resource strategy based on the innovation and development of Zhejiang Thermal Power Construction Company. In the paper I investigate the Postion & Performance & payement of Zhejiang Thermal Power Construction Company' s human resource, the recombined organization pattern and the demanded human resource quantity & designability during the year 2004 to 2008. All these mentioned above are on the basis of the original and adjusted layout of National Electricity Corporation, analyzing the intending competition strategy and trend of development of electric power construction industry.finally I discuss some existing problem about the strategy' s implementation and development.
