The 21th century is marine century and talents is crucial element in environment of economic globalization. This paper encompasses main issues of human resources strategy such as forecast of human resources needs, talents education and strategy of State Ocean Administration (SOA). The paper comprises five parts.The first part discusses the viewpoint that it is necessary to carry out human resource strategy, and than analyzes the complex of human resource strategy in marine field. Management processes of human resource strategy are built and principle, contents, procedures of human resource planning in marine field are definite.The second part mainly studies forecast methods of marine science and technology personnel. First, science and technology personnel in marine field are defined. Then the paper analyzes the necessary of personnel forecast based on marine economy, marine technology, macroscopic control. Second, traditional forecast methods of human resources needs are introduced. These models can't apply indirectly because of the influence of three aspects including inaccuracy of statistic data, advance of science and technology, character of marine science. Third, the paper discusses the procedures and indexes of science and technology personnel forecast needs and improves some methods to forecast based on traditional methods and character of marine industries.Science and technology talents education is other important part of human resources strategy in marine field. The third part primarily analyzes why and how to strengthen education of human resources in the environment of globalization. Then the strategies of higher education and personnel development were discussed in environment of economic globalization.The four-part presents importance of implement human resource strategy and its principles, purposes, goals and procedures in SOA encompassing obligations and tasks of SOA in new period based on work experience.The fifth part is conclusion of the paper. Some suggestions are given in the last part.
