Our country's reform and open policy is further carried out and the reform of state enterprises is deeper advanced. After our country entered WTO, the market is more open, and many corporations home and abroad have entered the post service market. The situation that the post service had the power of monopolizing has been eradicated. At the end of the year1998, the post and the telecommunications began to have separate business. Since that time the post service has been operating as an independent department of our economy. Owing to hasty separation, insufficient preparation and the discrimination on separation policies, China's post service actually carries too many bad assets and a heavy personnel burden. It has a low labor productivity and has a loss of 17,900,000,000 yuan of the whole industry. Since the separation, under the support of "8531" policy, China's Post has overcome many difficulties and taken a series of efficient measures to speed up mails passing time limit and perform general service responsibility. China's Post generally has formed a communication network of spreading both urban and rural areas, linking all places. It has attained a balanced revenue and expenditure and has a small surplus. The income quality has obviously improved and it has had net cash inflow. But the management system is not reasonable; operating mechanism is not flexible; ideas are improved too slowly; the consciousness of market competition is not strong. All of those make the post service have a smaller and smaller market share, a low ROA and a blind diversification. The main problems on the way of development are more and more striking. It does not have a clear core business and core capability. The core business can not support the living and developing of the post service. The core capability is declining. It sways among pushing structure adjustment, lowing management risks and fostering new increasing point. What is the core capability and core business of the post service? How to develop continuously, healthily, quickly and harmoniously is of great importance for living and developing of the post service. About this problem the thesis has carried out analysis, investigation and research from the aspect of developing strategy of core capability and core business. First, the thesis has a brief introduction about the separation of post and telecommunication. It also analyzes the researching necessity and train of thought.Second, the thesis has a detailed analysis and expounding about the post service's inner and outer surroundings. It compares different businesses in different industries and various competitive opponents, and also appraises the advantages and disadvantages of the post service.Thirdly, the thesis makes the core capability of the post service clear based on theories of core capability. Thus it finds the core business of the post service. It has a position analysis about the post service by using the Method of Boston Matrix Analysis. In this way it further establishes the developing position and direction of the core business.
