Study On Enterprises-universities-researches Cooperation Model And Politic Design

Since 1980's,the behavior of enterprises-universities-researches cooperation have become the main model of technological innovation in the world, especially for high technology,have become the mature experience of the combination between the present economic and science-technology in the developed countries.Since the project of E-U-R cooperation implemented in 1992 by national economic & trade committee ,national educational commission and the Chinese Academy of Sciences ,the E-U-R cooperation has developed rapidly ,and played important role in the development of the economy and science-technology.Thus,it is significant that reinforcing the study of this cooperation ,for our country's E-U-R cooperation development work,especially the study of cooperative model and the study of the politic design . This paper first summarizes the production of the E-U-R cooperation for domestic and abroad scholar,and confines the concept of this type of cooperation.The author thinks this cooperation is the combination of academic and and industry; is the association of enterprises,universities and researches with the marketing need and the whole benefit,carring out economy cooperation with various ways.The cooperation is the combination of technological innovation in different sections.The E-U-R cooperation is an important model and also the important channel of the transformation for the technology achievements. In the past 40 years,our country's E-U-R cooperation has experienced a complex progress with the rapid development.The author has discussed the cooperation of Chinese enterprises,universities and researches,predicted the new trend in the future.It is significant to choose a useful method to further the E-U-R cooperation.Different countries have developed through different models by practics,and China has so.The author summarizes ,compares and analyzes the model from the organization angle of cooperation in China.And there are various patterns and used commonly while collaborating all the three sides or two sides.Universities autonomous industrialization model produced in our country,but there are some problems.Therefore ,institutes innovate the model consequently,with the reform of science and technology system.Nowadays,there are kinds of models existed in China,because the sizes of different enterprises are diverse.Hence,in the long period ,we should use the former model ,the collaboration of three sides or twosides ,thatcan utilize the advantage.Finally,based on the multilateral operating-pattern of E-U-R,the article discusses the politic design of the cooperation of E-U-R in China.and focuses on the use of the government's macro control,and the construction of multi-investment system and the service system.
