Study On System Design And Management Pattern Of The Town Pension System In China

As the population tends to age, the pension system faces austere challenges, among which the balance of the pension matters most. This paper, attempting to proceed with existing problems in China's pension system, conducts an analysis and forecast on status of revenue and expenditure to the Town Basic Pension Fund in China, and calculates the hidden pension debts arising out of its transformation, then puts forward proposals how to select the pattern of China's social security and keep the balance of pension fund and enable the sustainable development for pension system.The paper consists of six parts. Part one is introduction, the aim of which is to expound the significance of the paper; part two talks about the theory foundation of pension system; part three illustrates the basic genre and management pattern of pension system in the world; part four deals with the reform in pension system of China and its problems; part five comes with the analysis and forecast on status of revenue and expenditure to the Town Basic Pension Fund in China; and part six involves exploration on reform of management model of China' s pension system.In a word, the overall objective of Town Basic Pension system for present and a near future is to establish a reliable and sustainable social security system adaptable to the development level of society and economy which has following features: multi-channel resources, multi- tier security measures, combination of rights and obligations, and socialized management and services.
