Study Of Management Mode For The Projects Invested By Government In Shandong Province

The thesis analyzes current situation of management mode for the projects invested by government (PIGOV) and its drawback of investment bui, management and use four in one , contrastively analyzes innovation of management mode for the PIGOV in Shenzhen, Zhuhai, Shanghai and Xiamen. It conscientiously studies management mode for the PIGOV in Shandong Province according to its current situation for the PIGOV management in order to developed some useful suggestions ideas for Shandong provincial government and the related functional organizations to strengthen the administration of the PIGOV and to enhance benefit. The thesis combines the actual facts with the theory of project management, and the induction method with the analysis one, uses the modern project management owner's system of the project and principal-agent theory, then put forward the management mode for the PIGOV that are suited to present economic development situation in Shandong Province and some suggestions.After a series of analyses on the PIGOV, the main conclusions and knowings are gained as follows.(1) With our country joining WTO and the development of the market economy, the management mode for the PIGOV in Shandong Province under the planned economy has obstructed economic development, it is imperative to increase the reform of the PIGOV.(2) The profitability PIGOV have made very great effects after legal person' s system of the project was implemented, but the non-commercial PIGOV have not gotten the anticipated result, so the thesis will orientate as the management research of the non-commercial PIGOV.(3) Through analyzing conscientiously the innovation in the domestic four areas' management mode for the PIGOV, the writer thinks that Shandong provincial government should implement innovation of management mode for the PIGOV. consulting the mode of Shenzhen, That is to say, a agent construction organizationof the government should be set up so that relatively centralized specialization management for the PIGOV is implemented.(4) Some suggestions are put forward on the innovations of the management mode for the PIGOV in Shandong Province.
