Analysis On National Innovation System Aiming To Promote International Technology Transfer

On the basis of theoretical analysis of international technology transfer and national innovation system, this article attempts to put forward the international technology transfer strategy in terms of national innovation system under the new situation that China has entered the WTO. This article tries to carry on in-depth analysis to the original cause of formation of international technology transfer and put forward "OILIH Paradigm" theory applying to developing country, namely adding two more advantages on the basis of Dunning's "OIL Paradigm" theory: industrial structure specific advantage and host enterprise specific advantage. At the same time, the author defines national innovative system as the network system formed by each connective and functional element, which promote creation, spread and using of knowledge and technology of one country, and divides the elements into three components, namely innovative organization, innovative resource and innovative environment. This article contends that we must find new international technology transfer strategy in order to meet the needs of nowadays domestic and international economic development because of the loss of the realistic foundation of "make technology by market" strategy after entering the WTO. In fact, international technology transfer is a component in operating mechanism of national innovation system, so we should carry on the overall systematic analysis to international technology transformation strategy on the base of national innovation system. As the final aim of this article, the author attempts to carry on in-depth research and discussion to international technology transfer strategy separately from the three aspects of innovative organization, innovative resources and innovative environment on the basis of "OILIH Paradigm" theory, and put forward corresponding countermeasure and suggestion to the existing problem of our country at present.This article is divided into five chapters altogether.Chapter one is the theoretical foundation of the article. This chapter carries on the theory summary on international technology transfer at first, and attempts to structure " OILIH Paradigm " theory on the basis of Dunning's "OIL Paradigm" theory. Then the author puts forward his opinion about the definition and elements ofnational innovation system on the basis of theory summary of it.Chapter two carries on the preliminary discussion to historical experience and developing direction of international technology transfer strategy of our country. This chapter points out the main reason of unsatisfied implementing effect of "make technology by market" strategy in our country in terms of national innovation system, and suggests that new international technology transfer strategy should regard perfection of national innovation system as the developing direction after our country has entered the WTO on the basis of "OILIH Paradigm" theory.Chapter three divides innovative resource into the innovative human resource and innovative science and technology resource, and studies international technology transfer strategy separately in terms of optimal allocation and efficient absorption of the two kinds of innovative resource.Chapter four divides innovative organization into four major kinds of behavior subjects, namely enterprise, university and research institution, science and technology intermediary, government, and analyzes international technology transfer strategy separately in terms of efficient realization of self-function of all kinds of innovative organization.Chapter five divides innovative environment into legal environment, market environment, science and technology environment, and discusses international technology transfer strategy separately in terms of perfection of all kinds of environment.
