Under the policy background of realizing scientific and technological self-reliance and building an innovative country,the National University Science and technology park has played an important role in undertaking technological achievements,promoting technology incubation and technology absorption and diffusion.However,what is the synergy level of technology transfer in science and Technology Parks at present?How to further improve the level of collaboration to promote technology transfer is the focus of attention.Based on the synergy theory,from the perspective of input-output synergy,this paper divides the technology transfer of National University Science and Technology Park into two parts: technology transfer input and technology transfer output,and selects the corresponding order parameter indexes respectively.Combined with the evaluation model of synergy degree of coupling system,this paper uses statistical analysis method to calculate the synergy level of technology transfer of national universities in China from 2010 to 2019.In order to further collect the data of the Central South University through the coding method of the national science and Technology Park and the case study,combined with the data of the national science and technology park Selective coding forms an orderly and collaborative framework of influencing factors from technology transfer input to technology transfer output,and analyzes the influencing path.The research shows that at present,the synergy level of the technology transfer system of National University Science and Technology Parks in China shows an upward trend as a whole.In 2018,the transformation from mild imbalance to good synergy was realized.The technology transfer input and technology transfer output are currently in a good synergy stage.However,the synergy level still has a lot of room to rise,mainly due to the positioning of the science and technology parks There are still deficiencies in the construction of service levels such as factor aggregation and combination.The factors affecting the synergy level mainly include five factors: synergy environment,synergy capability,synergy guarantee,synergy power and synergy mechanism.Among them,synergy environment is an external driving factor,synergy guarantee is an internal driving factor,synergy power is a dynamic factor,and synergy capability and synergy mechanism are process factors.The influencing paths include internal and external driving factors-technology transfer collaborative path,internal and external driving factors-collaborative power-technology transfer collaborative path and internal and external driving factors-collaborative process-technology transfer collaborative path.To sum up,we should improve science and technology policies that provide fair incentives for technology needs to promote top-level value co creation,and give full play to the functions of science and Technology Park element combination and innovation cluster to realize core level combination optimization,Establish and improve the assessment feedback mechanism,optimize the collaborative process of technology transfer,and promote circular feedback to continuously promote the synergy between input and output of technology transfer in National University Science and technology parks. |
