The small and medium-sized enterprises of various countries are prospering the market, technological innovation, expanding employment, especially since entering 1990s , alleviated the economic crisis , kept a great deal of respects , such as social stability ,etc. giving play to large-scale enterprise's irreplaceable function . The government all around the world and theory circle have been relatively paying close attention to the research of the policy of small and medium-sized enterprises and theory all the time .As to small and medium-sized enterprises for difficult pioneering period already, how is it will inevitablely think question in development to make enterprise big and powerful.
