Study On The Policy Evaluation Of Supporting The Growth Of Small And Medium-sized Enterprises In High-tech Development Zone

National High-tech Development Zones(Hereinafter referred to as high-tech zones)are not only an important engine driving local economic development,but also an important carrier of regional innovation in China.As an important part of the high-tech zone,small and medium-sized enterprises(Hereinafter referred to as SMEs)play an increasingly prominent role in the economic development and innovation-driven of the high-tech zone.In order to implement the superior policies better,integrate all kinds of resources effectively,and promote the growth of SMEs in the zone,various high-tech zones have issued a series of policies.In practice,the implementation of these policies has obtained some achievements,but there is still a certain distance with the policy objectives.Therefore,this thesis takes ZJ High-tech Zone as an example to evaluate and study its policies aim to support the growth of SMEs,find out the reasons for the failure of policy objectives,and put forward countermeasures and suggestions.High-tech zones are produced in the practice of reform and opening up.Some cities start high,develop fast and accumulate more experience.Some cities develop slowly and accumulate little experience in the development process due to many reasons.ZJ High-tech Zone which belongs to latter category should be summarized.In the process of dissecting the sample,comprehensive data cannot be obtained,so expert scoring method is chosen to make a focused evaluation of the policy.The research starts with the analysis of these policy texts,and then sorts out the policies.Then,by issuing questionnaires and conducting expert interviews,the policies supporting the growth of SMEs in ZJ High-tech Zone were evaluated from three aspects of policy formulation,implementation and effect,the problems existing in the policy system were analyzed,and suggestions for improvement were put forward.The results show that the overall evaluation of policies supporting the growth of SMEs in ZJ High-tech Zone is low,which reflects that there are indeed some outstanding problems in these policies.These problems mainly include: in terms of policy formulation,there are insufficient policy research,incomplete policy scheme,policies that lack fairness and other problems;In terms of policy implementation,there are insufficient publicity of policy,the implementation of policy funds is not timely,the policy supervision mechanism is not perfect and so on;In terms of policy effect,there are problems such as relatively slow growth of revenue of SMEs and unsatisfactory effect of talent introduction of SMEs.Therefore,the following suggestions are put forward: rationally optimize policy formulation,perfect the system and mechanism of policy implementation,and strengthen the evaluation of policy effect.
