In order realize the magnificent blueprint to build an overall affluent society, promote the five plans for development as a whole and continuously improve the competence of the party in power, we should build a functionaries' team with high quality as the bulwark of talents. It is the important precondition and base for strengthening the construction of functionaries' team to make a scientific, comprehensive and rational performance appraisal to the functionaries.Looking back upon the four stages of the development of functionaries' performance appraisal in the past 55 years since new China's foundation, we can see that the concept of performance appraisal has become more and more transparent from nothing in functionaries' administration. The contents and means of functionaries' performance appraisal have been continuously perfected and deepened. However, at present, there are still some problems exiting in functionaries' performance appraisal, namely, deficiency of organizing strategy, omission of evaluation subjects and lack of evaluation indexes, excluding the laggard evaluation means, inadequate reaction to the evaluation results, weak stimulant function and low quality of the evaluation personnel. Summing up these problems, in order to improve functionaries' performance appraisal and find a solution to the problems, a polynary, strategic and advanced administrative theory is urgent to be built.The balanced scorecard is a performance administrative system which decomposes and transfers the organizing strategic objectives into various specific mutual-balanced performance evaluation indexes and make an evaluation to the realization status of these indexes in different periods, thereby to build a reliable executing basis for the accomplishment of strategic objectives. The balanced scorecard system thinks that the organization should survey its own performance from four points of view including finance, clients, inner flow as well as learning and growth. Comparing with the traditional evaluation means, this system has the characteristics of strategical, polynary, dynamic, overall and invigorative. As the latest research findings of Management Science, the balanced scorecard theory preferably incarnates the thinking of polynary appraisal and penetration strategy, which will have a stronger function of reference and direction to further improve and perfect functionaries' performance appraisal.Through feasibility analysis, such a conclusion can be made, namely, the balanced scorecard has the characteristics of applicability, pertinence, best choice and direction of guiding in functionaries' performance appraisal. However, in the specific application, it should be made necessary adjustment, of which the most important thing is to absorb the rational kernel and emphasize particularly on adopting the thinking of polynary appraisal and penetration strategy instead of the simple replication.In the specific adopting, the paper builds a balanced scorecard model of functionaries' performance appraisal, which is made up of the direction model and evaluation model.While building the direction model, we should make corresponding transformation combining the evaluation elements with four dimensionalities with the practice of functionaries' performance appraisal. To set up the transfer model, the application subjects should be transferred into functionaries' performance from enterprise performance. Furthermore, we should transfer finance dimensionality into the dimensionality of position responsibility, transfer client dimensionality into acceptor dimensionality. The two dimensionalities like inner flow as well as learning and growth will not be transferred due to their applicability and easy communication in concept. The four dimensionalities of position responsibility, acceptor, inner flow as well as learning and growth all need definition and adjustment surrounding the realization of strategy.
