In the last twenty years, the evolution of public functionary system in our country tends to be perfection. A well structured system and restrict operating program is coming into being and a number of outstanding talents come to the force from it. Out of the unitary-ness of the public functionary administrative system, it reveal a series of problems, such as the system is not scientific and reasonable in equal admittance, system design, exam content and assessment tools etc. The purpose of the paper is through the analysis of the current selection and promotion mechanisms about administrative-enforcement public functionaries in our country, in connection with the problems, design a more scientific and effective, targeted and workable mode for selection and promotion, provide reference for our staff employment system.Taking relevant civil service laws as legal basis, the scientific-ness and practical applicability as basic principles, the human resource management and talent appraisal theory as theoretical ground, document analysis, thorough interviews, system research combined with comparative research as foundation, through discussions with experts, interviews and questionnaire survey in five departments of Dalian Public Security Bureau, data analysis in both qualitative and quantitative ways, combined with the existing system's problems, we adopt the targeted transformation in order to improve the overall and details of system.Preliminary, we investigate by visiting, and research the documents and current selection mechanisms in the mid stage. Base on the improvement of the representative qualifications of administrative enforcement of the public functionary and reference talent assessment tools, we support with targeted suggests the countermeasure and redesign a more scientific, reasonable and workable talent selection mode which is consistent with the scientific development concept and the correct view of the political achievements.In brief, to design a more scientific and practical mode selection will benefit selection process of administrative enforcement of public functionary and the construction of "high-quality, more professional" civil servant, also, it will highly improve the administration and management efficiency and enhance the image of our government.
