As shown in a survey made by the CPC Party School, the most concern of the Chinese leadership and people is how to reform the income distribution system in 2006, that is because the disequilibrium distribution of income has already been an economic and political issue that will affect the situation on the whole, despite of a slight move. The government functionaries in China are highly competent and higher in the political and social standing. Along with the establishment of socialist market economic system and deep-going of the reforms associated with that, a great change has taken place in terms of the conditions and influential factors of salary-based incentive function among government functionaries and some new problems have cropped up in the present government functionaries'salary management. In which case, it is required to employ the practical and effective measures to solve these problems.This thesis is to probe into the ways of giving full play to salary-based incentive mechanism among government functionaries under the present circumstances of socialist market economic system. First of all, it introduces the basic concepts of salary system, incentive mechanism and important roles of government functionaries'salary system in the incentive mechanism. The writer believes that the salary system is of utmost importance to the incentive system under the present socialist market economic conditions. Then it introduces the historic evolution of government functionaries'salary system and incentive mechanism as well as the foreign government functionaries'salary system. The writer describes the major problems whatsoever in connection with salary-based incentive functions among the Chinese government functionaries, and adopts the relevant theories to make a detailed analysis into the effective implementation of salary-based incentive mechanism among government functionaries and influential factors therein. As a final, the writer puts forward his tentative ideas, operating procedures and measures of giving full play to salary-based incentive mechanism among government functionaries, all just in an attempt to solve the problems in the salary-based incentive mechanism among government functionaries of China.
