Since the foundation of the People's Republic of China, we have launched many reforms of the government agency, of which there have been four gigantic reforms in the latter opening-up-year. The reason for launching the late four reforms of government agency is firstly because of the great change of Chinese economic system since the years of opening-up. And with the transition from planned economic system to market economic system, government agency and administration system lag far behind the transformation of economic system. Secondly, for the drawbacks of the administration system lead to incomprehensive and halfway reforms as well as the failure of keeping the achievement of reforms. In order to meet the needs of time, every reform must solve the historically-left problems and the newly-emerged problem as well.As a whole, although the former reforms have attained a lot of achievement on science and historic progress and have promoted the development of economy and society, they haven't still get rid of the odd circle of "expansion-reduction-re-expansion-re-reduction".Through analysis of history, the installation of our government agency which results from the period of planned economic term, though having gone through many reforms, can't completely eliminate the fault of planned economic model. It confronts such situations as closing-down and half-closing-down, the chaos of policy administration and enterprises' operation, the confusion of function, the lack of efficiency, the non-science of the installation of government agency, etc. Then, with the increasing improvement of market economic system and sustainable development of society, especially the China's entrance of WTO, the newly-emerging situations need that China governments, which's role are played as a judge, should reduce the interference in economy and maintain the economic order and social stability. Only when the fact of economic failure and fierce rebound occur would the government alter the economic order and smooth the economic fluctuation through the using of finance and money policies. Meanwhile, with the enrichment of level of living, the problems such as the reconstruction of socialmedical healthcare system, unemployment as well as the farmers' welfare keep emerging. The piling up of new problems and old paradox indicate that China needs reform and requires a new government organization former with scientific methods because the present government organization can't suit the requirement of the development of society and economy. As can be known, China's new-term government have begun to realize the importance of scientifically installing government agency, the governmental leaders have brought forward the scientific goal and principle on the new reform of government agency, which marks that new innovation is about to be generated. So I think the composing of the paper has the significance of reality.The reform of "scientific installation of government agency" is a complicated thesis. The paper's aim is to formulate the installation of government agency through scientific theory and, with the development of the government function, explore the problem of scientific installation of governmental organization agency.
