Workflow technology, which has developed quickly as one of new technology on computer application recently, is a kind of advanced flow controlling technique. The target of this technology is to increase efficiency, reduce operating costs, and improve enterprise management level and competence through realizing system flow controlling, which is achieved by dividing work to defined mission and role, assigning related information and resource in order to harmonize activities in business process, and performing the mission according to some rules and procedure under watching control. Optimizing work of management and workflow control has been done from the industrialization era, which is the main content of business management.This paper mainly constructs the model of thermal power project management based on workflow technology and studies the main technology from the point of view of owner according to the thermal power project experience of Shanxi international power group. This paper deeply researches on management process analysis and reengineering, constructing Petri net and process model. Based on the survey of state power and Shanxi power industry, we point out that the management pattern of Shanxi International Power Group Project Management Company is handworked and unenlightened, cannot meet the development of electric power construction. The electric power project management methods reformation is pressing in view of group management nature and input-output benefit. Firstly, this paper reviews the basic theory and application technology of workflow technology in office automation and believes that workflow technology can be used in thermal power project information management. According to the status quo of power industry, this paper analyzes thermal power project management pattern of Shanxi international power group, studies plan management, grand business management, project moment report disposal, security and quantity accidents disposal, time limit for a project, and cost control. According to this, we conclude the business process, then reengineer it and construct its model. We also define the content and transfer condition of reengineered business process through applying Petri net modeling technology. At last, we achieve a workflow model, which can be recognized and executed by computer. At last, we advance and design the information system of the thermal power project of Shanxi international power group.
