A General Study On City Infrastructures Operation

On the basis of theory of city economy and social development, and considering the present trend of industrializing and marketing city infrastructures, this dissertation systematically analyzes operating mechanism of managing city infrastructures and propounds measures to change a monopolization of government managing. These measures include attraction of private capital, implement of private enterprises, administration and control by governments as well.Firstly the paper expatiates on the content of infrastructure. Then it dissects public properties of city infrastructures and states the change of public attributes of products in basal fields and disappearance of economic properties of natural monopoly in these fields with increasing level of technology and improving ability in signing institutions.Secondly the essay redefines the notion of city infrastructures operation, including investment, management and intendance,and introduces some supervise modes and fundamental characters of single-industry and different departments; otherwise, some cooperation modes between government and private are also discussed such as management contracts, renting and BOT and so on.The dissertation puts emphasis on analyzing the default of traditional managing pattern, which brings on the serious problems that arrive from insufficient governmental funding, low efficiency of administration and exploiting capital, and absence of restriction in present operating mechanism. The "private-operation" has made some success in the process of marketing. But with this process some serious problems need resolving. These include the relationship between government and market, and find the solution to the problems about ways of investment andacquiring fund, the pattern of pricing and controlling systems to develop advantageous atmosphere of "privately-operated" city infrastructures. The practical studies have proved that, with BOT and TOT as main sorts, "privately-operated" city infrastructures in our nation has plaied an important role in developing city infrastructures by adopting mode of management and innovating notion of management. However there remain some aspects that need to be perfected.Finally, in order to make management of city infrastructures more scientific and more orderly, the dissertation puts forward some suggestions in operating the managing city infrastructures.
