Study Of Policy For NSFC' Funding Scientific Instruments

Scientific instruments play a major role in scientific research, which is a tool to discover physical world from the microcosmic to macroscopic. It promotes scientific and technological development,including widening the scientific research disciplines, leading to discover the new frontier of science; On the contrast, the scientific and technological development proposes more demand to the scientific instruments and supports the development of scientific instruments. In order to implement The 95 scheme of scientific research term and 2010 long-ranged prospective target, integrate preponderant force and promote the scientific instruments development, the suggestion on scientific research development in 95 period is published by the original department of science and technology on September 1, 1997,this is programmatic papers to instruct the development of scientific instruments.The National Natural Science Foundation of China (NSFC) establishes fund for fundamental research of scientific instruments in 1998, the aim is strengthening to support the base research of scientific instruments, especially support:-to study and manufacture the key scientific instruments and components that play important role in promoting frontier of discipline.-to study and manufacture scientific instruments and components that verify new theories and means. -to study and manufacture scientific instruments and components whose quantity and applied scope is vast.38 projects were funded by fund for fundamental research of scientific instruments from 1998 to 2002, with a total funding of 3038 million yuan. But NSFC' fund for projects is 1.726 billon yuan and funds for talents is 240 million yuan in 2002,hence funds for scientific instruments is very low.In this article, I analyses firstly usage and understanding of scientific instruments in scientific research, advise to appraise the fund for scientific instruments in strategic altitude; I analyses and studies the policies and funds for scientific instruments and research infrastructure in USA,U.K,Australia,Canada and Korea. On the base of analyzing the running state of NSFC' funding for fundamental research of scientific instruments, I find the problems and make political proposals for strategic position,budget,aim,scope,class and mode of running (including application,review,inspection and completion) of fund for research of scientific instruments,the aim is NSFC' funding for fundamental research of scientific instruments in an effective way.
