Study On Incentive Mechanism For Scientific Research Personnel In Public Institutions Of Science And Technology Industry Of National Defense

Science and technology industry of national defense is a significant constituent part of public utilities and national strategic industry. It concerns general situation of comprehensive national strength and national defense strength. However, since units of science and technology industry of national defense leave harmful defects existing in national public institutions in development history. Thus, units of science and technology industry of national defense own dual characteristics of enterprises and public institutions. In particular, the defects of public institution lead to the decrease in employees’ working enthusiasm. Scientific research personnel often own certain behavior characteristics and specific demand characteristics so that they are different from administrative staffs of public institutions and technical personnel in workshops. Public institutions of science and technology industry of national defense often manage personnel in the same way and fail to fully consider needs of scientific research personnel. In recent years, the problem of scientific research personnel turnover appears. This seriously threatens national defense scientific research institutions cored with the capacity for scientific research. Study on incentive mechanism of the personnel in public institutions of science and technology industry of national defense is of great significance for national defense steadiness and development in new situations and also has practical significance for military and civilian integration, transformation and development of national defense scientific research institutions. However, the discussions on incentive mechanism are still dominated by enterprise incentive mechanism, not accurate for subdivision and positioning of organizational members and neglect nature and personnel features of different organizations. There is short of empirical research on incentive mechanism of defense-related scientific and technological work and employees’ particularities. This paper analyzes features and needs of scientific research personnel in public institutions of science and technology industry of national defense. On this basis, design of incentive mechanism of scientific research personnel in public institutions of science and technology industry of national defense is the need for enriching and developing incentive theory and has certain theoretical innovation significance and practical significance.This paper defines relevant concepts of scientific research personnel incentive in public institutions of science and technology industry of national defense, specifies features of scientific research personnel in public institutions of science and technology industry of national defense and analyzes their incentive demand and incentive process. Through analysis, this paper gains four incentive elements of personnel in public institutions of science and technology industry of national defense: salary, working environment, ability improvement and business achievement and analyzes effectiveness of these elements. Then, this paper constructs incentive mechanism for scientific research personnel in public institutions of science and technology industry of national defense, analyzes each sub-mechanism, specify contents, corresponding measures and methods of each sub-mechanism as well as mechanism implementation process and implementation guarantee. Moreover, this paper presents and analyzes practical application of the incentive mechanism for scientific research personnel in Aerospace Institute A, further demonstrates feasibility of this mechanism and puts forward suggestions on incentive mechanism for scientific research personnel in Aerospace Institute A. Finally, this paper draws conclusions about researches on incentive mechanism for scientific research personnel in public institutions of science and technology industry of national defense, including how to establish and perfect incentive mechanism for scientific research personnel in public institutions of science and technology industry of national defense and construction emphases of incentive mechanism, and summarizes the researches.
