The Industry Cluster Strategy For Private Enterprises' International Trade Development

Since the implementation of the policy of reform and opening up , and in the context of the globalization of world economy and China's entry into WTO, the international trade of non-state-owned enterprises has been increasing rapidly. However, Restrained by the discrimitive policy and disadvantages of themselves, Private enterprises have many difficulties in further developing the international trade. State-owned enterprises still play the main part in the international trade of China. The international trade of non-state-owned enterprises is strongly restrained by themselves. In order to promote the sustainable development of private enterprises' international trade, it is of great significance to select suitable strategy to override the limitations of private enterprises and foster its persistent competitive advantage.In my dissertation, I put forward such viewpoint that the implementation of industrial cluster strategy is the best choice to promote the international trade of private enterprises. By the execution of such strategy, the private enterprises can obtain both proximate economic factor advantage and non-proximate economic factor advantage. Proximate economic factor advantage includes production cost advantage, production differentiation advantage, local marketing advantage and market competition advantage. These competitive advantages are conducive to make private enterprises get over the limitations of them, and obtain the competence to exploit the international market.Besides, this dissertation uses zhejiang province as example to emphasize in practice it is cluster that can enhance the international trade competitiveness of private enterprises and boost the growth of international trade. At the same time, it also points out the drawbacks of clusters in zhejiang province, which will influence the sustainable development of international trade.In order to make full use of industrial cluster strategy to direct the development of private enterprises, it is necessary to adopt relative policy and measures to foster the competitive clusters. From the macroscopic view, Government should provide incentive system and policy, keep the competitive surroundings equal, foster specialized market, supply public facilities and coordinate the relations between clusters development and environment protection. From the point view of industry, it is necessary to establish an organization to coordinate the government and enterprises,provide professional service and talent training, establish a quality controlling system, strengthen the connections among enterprises inside clusters and outside clusters and focus on local innovation networks. From the microscopic view, it is of importance to build the culture of trust among enterprises in cluster, adopt strict measures to punish, strengthen the mutual action , improve the learning and innovation capacity and train professionals in international trade.
