Small and medium-sized enterprises participate in the competition of domestic or world market through clustering, which has become a new point of regional economic growth. In China, enterprises cluster is growing up with the developing zone at the same time. Now almost each province or city has its enterprises cluster at different degree of development. There were many studies on the economic phenomenon long ago, but most studies stand on the height of industrial or regional level, and they were almost in order to probing into the regional or national economic development. M.E.Porter proposed concept of " competitive advantage " and regarded it as the target of research clearly in 1990 firstly. Recently some domestic scholars have studied on the forming mechanism or the embodiments of enterprises cluster's competitive advantage and the government's desirable behaviors, etc. But they were still at the starting stage and lacking of the systematical study on its competitive advantage, source and the mechanism of realization.I stand on the position of firm in the article. Synthesizing the theory of M.E.Porter and the strategic view based on resources, I think competitive advantage of enterprises cluster lies in the value which cluster can offer to the customers exceeding what its rivals can do. The competitive advantage of enterprises cluster is reflected as cost leadership, differentiation and speed, which finally come from the strategic resources in it, named innovative resources, trade resources and customer resources of cluster. From resources to realizing competitive advantage, there are two ways, which are innovative integration and external economy. Cluster governance is their common guarantee of realization.The competitive advantage of member-enterprises in cluster is the embodiment of enterprises cluster's competitive advantage, and its need obey to the latter's. According to the analytical framework of enterprises cluster's competitive advantage, there are four ways to realize it, for example, coordinating innovation, specialization, participating in regional marketing and molding the corporate culture with cluster's traits. But there are still two traps of lemon market and familial management in the process, and its countermeasures are to make and propagate "positive" market information effectively and to facilitate scientific management.
