The Research On Telecommunication Service Trade Liberalization And The Government Regulations Of Telecommunication Service Industry

Nowadays, the development of telecommunication service trade liberalization has provided a new research task on the government regulations of telecommunication service industry all over the world. Following from the research on government regulations of global telecommunication service industries, the thesis discusses the regulation reforms of China's telecommunication service industry under the background of telecommunication service trade liberalization.Firstly, the thesis makes a brief summary on the development of telecommunication service trade, points out that because of the inherent economic and technical characteristics, the regulations are under the current situation. Therefore, it's necessary to reform the former regulatory system and built up the incentive system so as to optimize resource arrangement and improve social welfare. At last, the thesis makes a comparative research on the practices of the developed countries including America, England and Japan. The main experience as it follows: To coordinate the regulation and competition. To improve the telecommunication legislation and establish the independent regulatory organization with definite responsibilities. To open the telecom market gradually. While opening the domestic market, to encourage the international management of telecom enterprises. To set up the universal service mechanism.According to the results of the mentioned analysis, the thesis presents the suggestion on regulation reforms of China's telecom service industry under the situation of the prompt development of telecommunication service trade liberalization and China's entry into WTO. It includes as it follows: To enact the telecommunication law and antitrust law concerning to the China's realistic condition as soon as possible. To form a fair and independent regulatory organization. To promote the diversity ofinvests in telecom service industry in order to reduce the risks. To institute the incentive price policy. To formulate fair and transparent interconnection and intercommunication policy. To enact reasonable universal service policy.
