Telecommunication industry is one of the fundamental, strategic and new industries in national economy, which plays a more and more important role in both social life and national economy with the rapid development of telecommunications and information technology. As the former adopted uniform management mode can't meet the need of our country's further development of telecommunications and information network, or meet the demands of international competitive environment after China entered into the WTO, it is quite necessary to undertake reforms in China's telecommunication industry, which has become the concerns of the whole society.In order to maintain the market order, promote fair competition and protect the consumers' interests, an open, fair and independent management system should be established in China to regulate the telecommunication industry. While it is the most important factor to train and bring up competent market participants, which plays a key role in building up an effectively competitive market for China's telecommunication industry in the near future, protection of consumers interests is another key factor in safeguarding a healthy development of China's telecommunication industry. The author first analyzes the above-mentioned problems from the viewpoint of both economy and law, and follows which, the author puts forward his rethinking on the telecommunication reforms. This thesis consists of four chapters. In Chapter one, alter analyzing the necessity of establishing an independent telecommunication management mechanics, the author gives his suggestions on the reform and reconstruction of the telecommunication management mechanics in consistence with the criterion of the respective WTO basic telecommunications laws and those of the academic world. In Chapter two, the author suggests some useful measures to foster competent or qualified telecommunication enterprises after analyzing the existing defects of our country's telecommunication enterprises. Chapter three probes into the causes of the weak telecommunication consumers in our country and some otherproblems concerning the protection of consumers' interests in China's telecommunication reform. The author thinks China's telecommunication legislation should be consumers' interests-oriented. And in the last chapter, the author puts forward some proposals on the perfection of our country's telecommunication legislation on the basis of the analysis of its existing problems.
