| Documents Transmission System(DTS) is core and basic system in E-Gov Systems. Its development and application has been the main subject in governments' information building. Because of the special characteristics, the credit and security protection in the process of DTS has been focused on greatly. This Article will discuss it from the following two sides:The first one is security. PKI techonology occures because of security needs which is used widely, and became a main technology used in E-Gov.The second is access control and procession control. In DTS, government organization is the carrier of decision-making,execution,management and monitoring. The complexity and uncertainty in the government business makes operations difficult.This article compares with the different normal system structures and develop ways, analyses government business process and its characteristics,discusses deeply about the usages of RN and PKI in DTS with the credit and security as center. With this understanding, this design uses mature application serverjava as main language,together with the Ocx in client sides, and designs and security system suitable in the facts in domestic DTS. This system uses ways of layered and module based, focuses on the smooth expansibility,easy usage and storage.non-redundancy. It also discusses deeply about the certification,information integrality and undeniable,inner auditing and monitoring,right inheriting and transfer.The backgound of the article is the project of the National Natural Science Foundation of China,(Grant No. 70271045): "System of the models in E-Gov and Research on the reengineering of Government Office Affairs", proceed from real business of Hangzhou E-Gov DTS to provide a set a solution combining services from PKI and RN together in the inner of system to ensure the credit and security for DTS. Systems Realized based on this design and its modules have been used in the "Hangzhou E-Gov System" and "Liaoning security E-Gov System" and got effective results.
