Flow System, Based On Official Documents Of The Role Of Network Theory

DTS(Documents Transmission System) is the core and basic system in E-Gov affairs system building, has an important position in the governmental informatization. But at present, the theories on DTS fall behind the IT's development and application relatively. It still has stayed the status that is political guided, experiential, hard-controlled and knowledge and information low accumulation. EGOAS(E-Gov Office Automation System) developed is with the poor practicality and obstructs our country's E-Gov Affairs building seriously. So, research on the theories and methods architecture of DTS is extremely urgent.There exists a reciprocal relation between administration and IT, the good technology can promote administration and running environment, meanwhile, administration and running environment can promote the usability of technology. With systematic scientific theory and method, management scientific theory and method, information scientific theory and method synthetically, thought of system engineering and method on the whole, dynamic demand in the business, synthesizing people, technology and complexity characteristic of organization, the paper carries on the science feasible reality analyse to the circulation of official documents business, sets up a Role Network Model according to the Role Network theory, designs a corresponding software system structure with modern software engineering, thus develops a DTS finally. With the DTS, government work can be more informational, standard and programmed. Accordingly, a kind of new-style government management with the characteristics of higher efficiency, fairness, openness, diligence and work mode facing to decision supporting, facing to public service, is set up.The background of the article is the project of the National Natural Science Foundation of China,(Grant No. 70271045): "System of the models in E-Gov and Research on the reengineering of Government Office Affairs ", proceed from real business of transmission of official document of Liaoning Government office , has studied the DTS on the basis of role's network theory. It has got favorable comments and has been popularizing in 14 cities of Liaoning Province.
