| As a powerful country in military forces, America has been in the leading position of defense acquisition system. Seven times amendments have been made after the first document of defense acquisition was issued in 1971. Each amendment shows the reflection on history and the plan for future. American Ministry of National Defense made two times of amendment in 2001 and 2003 respectively. This paper, taking the reform of US Defense Acquisition System as the subject of research, after analyzing the amendments, we may draw some useful implications. The paper consists of four chapters.The first chapter named "Reason of reforming of US defense acquisition system at beginning of 21st century", putting forward the general concept of American defense acquisition system and the reason why the reform is being taken in this area. Defense acquisition system of America is a complete system including not only the acquisition of weaponry, but also the acquisition of others items and services. It is a system consisting of raising proposal, design, research, test, production, plan making, logistic support and the arrangement of the retirement from military service. US government, congress and defense contractor are three leading actors who play important role in actives of defense acquisition system.The reform of defense acquisition system responds the demand of American military strategy and army development. Meantime, the cost of acquisition and the feasibility is also taken into account to have a rapid and effective transition from science and technology to products.The second chapter named "Main content of reforming of US defense acquisition system at beginning of 21st century" introduces the content of reforms in 2001 and 2003 respectively. This chapter also introduces the present process of defense acquisition in America. At the end of this chapter, the characteristics of present defense acquisition are introduced.In the year 2001, pentagon putted forward evolutionary acquisition which is to ensure that the Defense Acquisition System provides useful military capability to the operational user as rapidly as possible. In addition, pentagon predigested process and improved efficiency of defense acquisition by cutting down the decision making point to three.American defense acquisition reform in 2003 thought much of plan argumentation and reduced risks, which made the evolutionary acquisition more perfect. The reform in this year made the period shorter and paid more attention to manage risks in process of defense acquisition.The name of third chapter is "Effects of reforming of US defense acquisition system at beginning of 21st century". This chapter analyzes the function of US defense acquisition from the following three aspects: promoting American army forces, decreasing the cost of defense acquisition, enhancement of the American defense industry. Pentagon claimed that all the national defense equipments must could be general used, because it is the base of joint operations. Pentagon also wanted to achieve the combine of defense acquisition and battle guarantee. Those strategies have enhanced the ability of American army.At the same time, pentagon depressed the cost of defense acquisition by putting eyes on important contracts and extending e-business.The enhancement of U.S. Defense Acquisition System to the American defense industry is lower threshold of defense acquisition, enhance the development of technology used in national defense industry and combine of military forces and civilian forces. Defense acquisition is a systematic project that has a very close relationship with military strategy, national financial capacity and national defense industry. The military forces, as the only purchaser of defense acquisition, shoulder the direct responsibility for the systematic development of national defense industry.
