This paper took advantage of the relevant theories to study the basic principles and the genera] methods in military supplies acquisition so as to regulate acquisition activities and perfect the operating system, making great efforts to establish appropriate theories to the conditions in China and Chinese Army, thus to provide theoretical support for acquisition activities.First, the paper made a comprehensive analysis of the theories of military supplies acquisition by combination of normative analysis and empirical analysis. After defining the military supplies acquisition, it started to make a normative analysis of the acquisition activities taking advantage of the theory of military supplies market, the theory of demand and supply in military supplies, the performance theory in acquisition activities and the theory of public objects so as to figure out the basic principles and the general methods in military supplies acquisition in terms of economics. (1) It concerns the theory of military supplies market. The paper found out that there are no fundamental differences between the military supplies acquisition and the deal of commodities in the market through the analysis of the military supplies market. Consequently, the military supplies acquisition should conform to the market principles and take full advantage of the effective allocationof resources in order to pursue the appropriate prices. The paper analyzed the standard of the military supplies acquisition making use of public objects theory and the relevant theories of government procurement.Second, the paper examined the examples of the military supplies acquisition. It involved the present administrative system and operating system, acquisition procedure and methods and the rules and regulations. The paper also indicated that there exist some problems that affect the performance to some extent.In conclusion, the paper made a further analysis of the trends in military supplies acquisition and put forward relevant suggestions through the study on examples and practice.
