Analysis Of The Fund Management Pattern For The Integrated Agriculture Development Of China

The agriculture is very important for China. Among the food consumption of 1.3 billion people in China, more than 90% are provided by agriculture. The agriculture is also one of the most important bases for the national food security and the society stability. Therefore, both improving the basic agriculture production condition and increasing the integrated agriculture productivity are always important for the development of China. It is in 1988 that the integrated agriculture development began to be put into practice extensively, which is significant for both solving the food-shortage and constructing the fund management pattern for integrated agriculture development. However, as the socialism market economy system becomes perfect and the public fiscal system gets to be constructed, this fund management pattern ran into various problems.Based on the pattern theory of development economics, the public finance theory of fiscal science and the public product theory, the whole running process of the fund management pattern for the integrated agriculture development was observed in Baotou of Inner Mongolia Province, China. Based on the system analysis, this paper tried to establish an integral pattern of the fund management for the integrated agriculture development, which is composed of three subunits including the input-subunit, the running-subunit and the monitor-subunit. Theses three subunits being independent are also inter-related.Based on the analysis of these three subunits, it is concluded that the investment pattern, i.e. "leading by central government with assist by local government, implement by nongovernmental with imbursement of government, and sustainable development", is necessary for startup of the fund management pattern for the integrated agriculture development. The core means to run the fund management pattern includes the management of "Three Special", the account settlement system of county and the attorney loan from banks. The monitoring pattern based on the system of "fund announcement" with emphases on the supervision systems of finance and audit should be adopted.In order to perfect the fund management pattern for the integrated agriculture development and to increase its running efficiency, the policy suggestions put forward in this paper were given as following: perfection of investment structure, adjustment of the ratio between the local governmental finance and nongovernmental fundraising, increase of no-pay fund investment, enlargement of the scope and intensity of loan with partial interest payment by government, enhancement of "Three Special" management system (i.e. Special fund to be expend specially, Special account for check, Special person for management), normalization of the account settlement system of county, perfection of system of attorney loan from banks, strengthen of democracy monitor by fanners, introducing intermediate agency for audit, and integration of monitor system with combination of finance and audit.
