| At present,China has embarked on a new journey of building a modern socialist country in all respects.The focus of our work on agriculture,rural areas,and rural people has shifted to comprehensively promote rural revitalization.The key to rural revitalization lies in the revitalization of industries,and the revitalization of industries cannot be separated from the integrated development of primary,secondary and tertiary industries in rural areas.Especially in some areas,integrated development of industries of rural areas is in the initial and exploration stage.We should pay high attention to problems such as industrial development mode is single,imperfect interest linkage mechanism,inadequate factors aggregation.The practice has proven that it is not feasible to rely solely on the market mechanism.How to further play the role of government,which is an important driving force,is a theoretical and practical problem worthy of in-depth discussion.In the context of rural revitalization strategy and from the perspective of public administration,this paper uses the methods of literature research,case analysis,field investigation,comparative analysis,expounds the concepts and theories of integration of primary,secondary and tertiary industries in rural areas,rural revitalization strategy,role of government,integrated development of industries,multi-functionality of agriculture.This paper analyzes the present situation of integrated development of industries and the role of local government plays of N County,points out the problems of foundation of integrated development of rural industries is poor,adjustment of agricultural industry structure is not strong,development mechanism of rural industries is not perfect,and new forms of agricultural business develop slowly,analyzes the causes of government’s willingness to develop industrial integration projects is not strong,coordination between departments is not smooth,lack of close interest linkage mechanism,lists the practices of Minfeng,Wanrong,Yidu and the United States governments,and finally puts forward the optimization suggestions of expand the scope of development,innovative development mechanism,strengthen the guarantee of productive factors,raise public service standards,change the concept of development of N County government’s role in the integrated development of industries in rural areas.This paper studies the role of government in promoting the integrated development of industries in rural areas of N County,in order to provide reference for the county to promote the transformation and upgrading of rural industries,and also provide reference for other regional governments to promote the overall revitalization of rural areas. |
