The characteristics of venture capital, for example the dual agent cost, the dissymmetry information and the overflowing effect etc, are main reasons for resulting in the "market out of order", therefore the government must carry out the effectively management.2. The demand for investing body and financing body is the basic demand for the development of venture capital market.3. Now, the market of venture capital in our country is in the transitional period between the beginning and early development. It is the basic reason that the basic demand for the development of venture capital market varies continuously, which changes the mode of government management from the directly management into the indirectly management for the profession of venture capital.4.At present, although the mode of government management for the venture capital profession is turning into the mode of indirectly management, actually, the change has fallen behind. Because there is excessive participation directly, government can't solve the problem between the demand for the government and the supply of the government, which comes from the variety of the basic demand for the development of venture capital market.
