Prime Minister of Britain, Mrs. Thatcher, said, The reason why Europe falls behind America in the hi-tech and related industries is that, Europe VC falls behind America for ten years not the level of Europe hi-tech is lower than America's.Because America Nasdaq and world-wide hi-tech shares increased to a great extent, and the depression of VC caused by the bubble of stock markets, there is a tremendous pressure for VC industry and Hi-tech industry . However, VC still continues to enter hi-tech field, is still the angel for enterprisers to fulfill inspirations and dreams and its operation becomes more prudent and more mature. Currently, in China, the research and development of VC is in the primary stage. This paper tries to make a research on operation mode ofVC to discuss the suitable ways to develop Chinese VC.The main content of this paper include theories and methods of operation of VC comparison of different countries for VC, construction of VC under Chinese economic circumstances, and improvement of VC institution in Qingdao. This paper analyses VC by both concrete evidences and formal regulations . First, this paper analyses the factor feature of VC and operation mode in detail. Second, it describes the current condition of VC Industry in China. Third, it puts the emphases on instruction of the problems existing in Chinese VC Industry, and comprehensive analysis of policy advices.
