Analyse Land Expropriation-Supply System In China

The land expropriation system and the land supply system are the important parts of the land administration system in China. Also it is the main way to get the collective-owned land, which meets the need of social and economical development. But meanwhile relatively more problems exist in it, so it becomes a focus attracting the attention from every walk of life.In this paper, we reviewed and summarized many studies about land expropriation system and land supply system, and then researched into the theory of market economy, governance failure, benefit and system theory. Based the theory mentioned above, we discussed the reason why so many problems appeared in the land expropriation system and the land supply system in practice, which mainly included: disjoint between the land demand and supply, distort of land price, the absence of main body qualification for the collectivity, the dense color of planned economy, seek-for-rent, unscientific administration and difficulty in the realization of macro regulation. In addition, we advanced a new land supply and land expropriation mode on the basis of redefinition and analysis of right and obligation among collectivity, government and land user. At length, the problem that should be noticed in the practice and the superiority were also analyzed in this paper.
