A Study On Innovation And Solution Of Regional Organization In Northeast China

Many subjects including Geography, Sociology, Economics, Ecology and even some other natural, social, engineering sciences,have already set foot in research of the reformation of old industrial base which is of great significance for Northeast China. At present, the leading approach to regional exploitation always neglects regional organization problems, so this article strives to break the ice. Although we must acknowledge that the research on industry is necessary,synchronous study on industrial locations in specific region is much more important, which can help to propose feasible solution which is exactly suitable for the area. It should be admitted that regional organization become an important aspect of region research and has great theory meaning and realistic meaning for reformation of old industrial base and exploitation in indigent area. From a new viewpoint, regional organization, current status of Northeast China is analyzed using interrelated statistic data. The interrelationship between economic development and regional organization in Northeast China is also studied integrating industry research and social development study. Furthermore, a set of reasonable suggestion about regional organization in Northeast China matching the economic development regulation is put forward. The framework of this article is as follows: In the first part,the concept of regional organization is laid out,and it is illustrated that the innovation in regional organization is the manifestation of institutional innovation in regional innovation. According to the analysis of current status of economic development in Northeast China,it is found out that the essential reason of "Northeast problem" is that the advantage of industrial location in this area has changed. Therefore the industry and region should be re-organized,and new industrial region division should be founded. In the second part, the development process and innovation of regional organizing in Northeast China are analyzed, and, from historical view, the barrier to its innovation are discovered. In the third part,the intending pattern of Northeast China regional organizing is illustrated. According to the background of world economy, industry, region and also the evolution of regional pattern of china, the innovative direction and form of regional organization for Northeast China are proposed. In the fourth part, aiming at specific patterns of regional organizing, some proposals to regional policy, industrial policy and regional management are brought forward. Finally, conclusion and some unfulfilled problems are discussed.
