Study On Mechanism And Countermeasure Of Rural-urhan Industrial Integrated Development In Changchun

Since the reform and opening, the industrialization of Changchun has entered fast developing period. The industry structure has been optimizing between the city and country .But dual-structure of industry in urban and rural areas is remarkable. On the whole, there is dual economic structure that the relatively developed modern industry in the city and traditional economic department of village coexist. On one hand, the urban economy in the centre is too high in density, causing the city to be in too fat and clumsy to move. Industry structure adjustment and new industry development in key city are limited by the strong space. The industry in urban and rural areas is not strong to be related. The city can not play drive and facilitation to the countryside. On the other hand, industry development level of rural is relatively low, and degree that rural industrialization relies on key city is not high. The existence of dual-structure in urban and rural areas has restricted the improvement of rural-urban industrial integrated development in changchun. Under these backgrounds, we study the mechanism on rural-urban industrial integrated development and probe the countermeasures of rural-urban industrial integrated development, which has very important theoretical and realistic significance for promoting the industrial development of rural region, the elimination of rural-urban dual-structure and the rural-urban industrial integrated development. Through using the theories of relevant interdisciplinary, such as regional economics, industrial economics and urban geography, adopting the method of positive research, the article analyzes the current situation and the running mechanism of rural-urban industrial integrated development emphatically, and studies the background, goal, thinking and countermeasure of rural-urban industrial integrated development of Changchun. The thesis consists of four parts mainly: The first part, the author systematically concludes and summarizes the theories of rural-urban industrial integrated development, which offers the theoretical support for positive research on rural-urban industrial integrated development of Changchun. The second part ,Collecting the relevant materials of industry's whole development in the villages and towns of Changchun, the paper systematically analysis industry's development course in urban and rural areas, summarize the main characteristics and point out its main existing problems. The third part, under analyzing the concrete practice in Changchun, this paper explore mechanism that the industry of key city spreads to the rural, mechanism of rational division of industry in urban and rural areas, mechanism that the urban capital shifts to the rural, and infrastructure construction and security mechanism of ecological environmental renovation of integration of urban and rural areas permeating. The fourth part, On the basis of analyzing the background of industry development, development goal, thinking of development in urban and rural areas in Changchun, and considering spread of city industry in key city, cooperation that divide the work, the network-the environment, policy etc, the paper put forward development countermeasure of industry's whole development level in urban and rural areas of Changchun.
