The rural party branch is the most fundamental organ embedded by Chinese Communist Party (CCP) into the rural society, the core and leading force of the rural society and also the effective means for CCP to lead and control the rural society. A famous saying goes like this,"Without a solid foundation, the ground will shake and the mountains will move". As a key joint point for CCP to communicate and interact with the rural society, the rural party branches are great in number and distributed in an extensive area, therefore their effective functioning has a direct bearing on CCP’s ruling power over the rural area and also the overall perspective of the cause of building socialism with Chinese characteristics. With the transformation of national urban and rural development strategies into a deeper level, new change starts to emerge in the basic interactive and gaming condition of the state, the political party and the rural society in the rural field. This new change poses great challenges to the function positioning mode formed by the rural party branches under the urban and rural binary system, so as to weaken all the functions of rural party branches. Functional weakening decreases in turn the communicational and interactive capabilities between rural party branches and rural society. Accordingly, rural party branches lose their influences over the rural society, fall into the state of "being weak and slack" and "functionless", and hence the phenomenon of obvious "functional disorder". At present, the rural party branches are stuck with all sorts of functional troubles, which undermines severely CCP’s ruling foundation in the rural area, harms party’s legality, and in the meantime produces negative influences on the constant development, harmony and stability of the rural society. Therefore, it is a major theoretical and practical problem that the academic world have to solve about how to combine the reality of Integrated Urban and Rural Development and constantly adjust existing rural party branches’functional structure, so as to achieve the successful transformation of rural party branches’ functions.This dissertation takes the "state-society" paradigm as its basic tool in its study and the shifting of the urban and rural relations after the founding of the PRC as its thread, and follows in the logical structure the thought train of "concept analysis-historical review-current situation analysis (posing the problem)-construction of development goals (analyzing the problem)-discussion on the realization paths (solving the problem) to expand the research results. To be specific, the major thought of this dissertation lies in that it reviews the changes in the relationship between the urban and rural areas after the founding of PRC, and lies its basis in the basic interactive and gaming state of the state, the political party and the rural society in the rural field, and precisely define the transformation of rural party branches’functions and the different stages of the transformation. Based on the above work, this dissertation combines the current situation of Integrated Urban and Rural Development, focuses its attention on the new changes emerging in the relationship between among the state, the political party and the rural society in the rural field and the challenges and influences brought by those changes on the traditional function mode of the rural party branches, and therefore puts forward suitable strategies and specific solutions to those challenges. This dissertation includes the following five parts:The first part is the theoretical basis, which can be summarized as that the basic concept of "Political party function" is studied and analyzed from the basic relationship and development trend of the state, the political party and the society relations within the Chinese context. To be more specific, this dissertation includes the following three parts, namely, first, an analysis and summary of the party functions’ definition and characteristics; second, a correct understanding of party functions’ major components and the transformation trend by studying the "state-society" paradigm from the western countries; third, an analysis of the limitations of the "state-society" paradigm within Chinese context, leading to a summary of the overall process and the major characteristics of the transformation of our country, the political party and the society relationship after the founding of PRC, and therefore a categorization of the two stages CCP’s function transformation process-"all function-oriented" and "administration-oriented".The second part embraces the historical review, which carries research into the binary system of the urban and rural areas on the village party organizations’function positioning and transformation. This part is based on the overall forming and developing historic process of this binary system, the basic state of the state, political party, and the society’s relationship in the rural field, and precisely epitomizes the different stages of the village party organization function transformation. To be more specific, this part is mainly set to divide urban and rural binary system into three different phases, namely, the forming phase, the policy-oriented phase and the double-guidance-oriented phase, and accordingly to further divide the forming and developing process of the rural party branches’ functions into three phases, namely, the revolution-oriented organization phase, the all-function-oriented organization phase, and the administration-oriented organization phase.The third part deals with the analysis of practical problems, which mainly states the increasing conflicts and contradictions caused between the strong-controlling function mode formed under the binary system and the increasing rural autonomy. To be more detailed, this part expands itself in two perspectives, first, to understand the Integrated Urban and Rural Development in an all-round way, analyze the major influence on the growing and maturing of the rural society brought by its implementation; second, to analyze and understand, based on the current situation of the increasing rural social autonomy, the new changes emerging in the relationship among the state, the political party and the society in the rural field, therefore to further analyze the underlying reasons and exterior embodiment of the village party organization functional disorder.The fourth part constructs the development goals, mainly studying the major goals and direction of the rural party branches’ function transformation under the background of the Integrated Urban and Rural Development. This dissertation points out the function positioning mode’s existing problems and limitations, puts forward the concept of rural party branches, and separates the functions of "political party-oriented" rural party branches into two types, namely, the political-party-oriented function and the administration-oriented function. Among the two, the political-party-oriented type is the core function of the "political party-oriented" rural party branches. In the meanwhile, according to the difference in functions between rural party branches and rural society, the political party functions can fall into two types as well, namely, the guiding function and the adjusting function.The fifth part is to explore possible paths for the rural party branches to transform their own functions based on the reality of Integrated Urban and Rural Development. The possible paths put forth in this part embrace the following:first, promoting the development of rural economy is the material basis for village party organizations to transform their functions; second, transforming their own operational mode is the key point; third, changes in their own organization setting mode is the important precondition; fourth, increasing upgrade their own managing capabilities is the key point; fifth, to strengthen the building of rural party team provides solid organization guarantee; sixth, a reform in the management mechanism of villages and towns provides good exterior mechanical environment.
